Step 1: Form a Patrol
- Organize a community watch team to patrol the perimeter of the event.
- Operate in small groups, similar to black bloc tactics, to stay flexible and avoid being isolated.
Step 2: Build Street Barriers
- Use vehicles parked at 90° angles to the sidewalk to physically block off streets leading into the gathering.
- Position them so ICE vehicles can’t easily drive in or maneuver.
Step 3: Station Operatives
- Place volunteers at key choke points.
- Their job: slow down or disrupt any ICE movement before it reaches the heart of the celebration.
- Use creativity and determination—whatever slows the advance buys time for the community.
Step 4: Keep the Celebration Alive
- Hold the event in the open street between the barricades.
- Keep people visible, united, and unafraid. The celebration itself is part of the defense.
Step 5: Stay Mobile, Stay Safe
- Always have scouts watching for flanking attempts.
- Plan clear exit routes in case the situation escalates.
- Remember: the goal is to protect the people, not get pinned down.
Adapt as necessary in your specific situation and location.
